It is estimated that over 600 sewer workers die every year,
That's more than 10 times the number of Indian soldiers killed by terrorists!!
They are poor, uneducated Dalits, who cleans Shit with their own hands... And let's face it,.They don't matter
But I do.

Introduction
In Indian law and order for the safesty and protective measures of the Dalits, numerous number of anti-discrimination statutes and positive benefits provision are made .
But as we know rules are made earlier bt their implementation takes years and years.
Here the questions arises who are Dalits?
Untoucbilty, shuua shuutt, all these words pointed towards _SCs and STs_
Central and state government to protects
SCs and STs from all kinds of expoitation nd disrespect made several enactment ND law.
The SCs/STs constitute major bulk forms of agriculture and other types of unorganized labour and majority of the bonded labour also belong to SCs and STs.
Which law is made in India to solve these issues?
Human Rights law_ network which works for our society to pretty well finds the solutions and slove the problems ..

Let's understand this
Mumbai, a city of 20 million people.And everyday, the city produces 2000 million litres of sewage. That's equivalent of 800 Olympics sized swimming pools. And to deal with all this sewage, the city empolys just 30 ,000 sanitation workers. Which means every worker for every 66,000 liters of sewage.
The point to look into is they don't have any experience, don't have any degrees, don't having proper suits for this, not any gloves aur masks anything else yet they do, they do this without any complain, without getting any appreciation, without getting proper payed off. Instead face humiliations and disrespect.
Think of that horrible smell that forces you to shut your windows and switch on the AC as you drive past an open nalla. Now magnify that feelings by hundred ND you're still not even close._
Here's the question comes why the humans are still doing this work??
Specially since the Supreme Court banned the practice in 2014.
The SC judgement built on 1993 and the 2013 act on manual scavenging.
It is important to note that the 2013 act the recognised individual who clean septic tanks, sewers and open drains, as _Manual Scavengers._
Which means the work they people are doing at the behest of a private contractor hired by government, was illegal.
Supreme Court judgement, a contraindication ?
Which says that going inside a manhole is illegal, in the same judgment also states that precautions that are needed to be taken before entering manhole
Is it they contraindicated?
What are the reasons??
The people who are doing this work are mostly Dalits and Adivasis nodbody does this work .
Why??? Just because Dalits are born to clean they are cleaning.
Just because they are uneducated they can't do anything else without this work..
Reason is that we have this notion fixed in our mindset.
Dalits do this exclusively because of casteism and patriarchy.

Who are answerable to them??
Does these deaths are accidental??
No, not these are the deaths due to the situation they have to faced because they can't escaped from it
Because the garbage that is collected in that sewage is the caused of death

Why a CANDLE TEST has to be done??
The plastics that we disposes off produces toxic gases
So if a worker directly enters a manhole there is high probability that he might die
The air we breathe consists of 78%nitrogen ,20%oxygen,and 2% of other gases.
But inside the sewer lines, the decomposition of garbage and fecal matter leads to increased levels of methane, hydrogen sulfide, carbon monoxide and aammonia which reduces oxygen levels and this cause hypoxia which can lead to IMMEDIATE DEATH.

The laws enacted by Parliament and State legislatures provide for payment of compensati on to the legal representati ves of those killed in air, rail or motor accident. The legal representati ves of a workman, who dies while on duty in a factory/industry/establishment get a certain amount of compensation.
Highlights of this law
1.While the Committee constituted by the High Court
was examining various issues concerning the sewage workers including their health and safety, Hindustan Times reported that as many as six sewage workers
had died in Delhi in the month of March 2009 due to inhaling of toxic gasses in the manholes because they did not have protective gears.
2. The State cannot absolve themselves of the responsibility to put in place eff ecti ve mechanism
for ensuring safety of the workers employed for maintaining and cleaning the sewage system. The human beings who are employed for doing the work in the sewers
cannot be treated as mechanical Robots
INSTRUCTIONAL ORDER PE MSR RULE 2013 MANUAL SCAVENGING NHRC GUIDELINES
REGARDING PREVENTION OF WORKERS FROM HAZARDOUS ENTRY IN TO SEWERAGE SYSTEM
Precautions to be taken while cleaning operations
A. Precautions before commending the operation
1..There should be minimum of two employees present all the times and one of them shall be trained and experienced. The supervisor shall remain present at all times
2..during the peak summer, the entry of person entering into the manhole must be restricted between 11Am and 4pm when there is high chances of gases to released.
3.To treat the emergency there should always present the FIRST AID at the work place before entering into the work.
4.The person who is doing the cleaning of septic tanks ND manhole should not allowed to consume alcohol at the time of work.
5.The person who is not physically fit and fine is not allowed to undertake the work.
6... The all measures ND protective gears should be taken by the worker who is engaged in work as per the requirements of the work place.
7. No person should be allowed to continue to work or stay in the chamber should remain in conversation with the person who is inside the chamber To ensure it's well being.
8.Smoking or carrying open fire flames in the near vicinity of the work place should not be allowed.
9.Any electric installation should also be switch off or switch on near the place of work.
10.... No tools or equipments should be placed near the edges of the manhole To avoid any injury to the worker due to fall off the equipment in the manhole.
Precautions post operation
1.Don't leave the injured person alone and avoid gatherings of mob around them.
2.Compensation should be paid to the family of the victims who undergoes any accidents with the Honble Supreme Court verdict dated 27.03.2014 in written petition No. 583 of 2003 (Safai Karamcharri Andolann and others vs UOI and ORS).
Conclusion
We want a society where there is no discrimination and at any cost including any emergency we should not allow a human being to enter, we have to develop a system like that.
The aapratus can go, the machine can go, like that you have to develop,.see when we want the highways, national highways the government is able to do
Like six lane road, three lane road , they (government)have money the money to do these but they don't have the money to develop underground drains??
This just means that they don't have the will.
